BootLoop - Can't access fastboot

My phone is in bootloop and i can't access the fastboot, if i turn off the phone and just enter the usb cable is turning on and showing me the android robot exactly like in fastboot but the windows don't recognize it (Unknown Device). If i press power button + Volume Down and then enter the usb cable is not doing anything. What can i do?

Ps. I have the good drivers intalled. Is doing this after i wanted to change the rom.

you should disconnect your phone from your pc. hold vol -, if you have menu button (e.g. samsung) hold it too and power it up. sometimes you need to hold the buttons for about 10 sec

I own the Vodafone Smart II aka Alcatel v860, if i hold the - and power is not doing anything. I have the adb drivers but its saying (Unknown Device), My menu button is touchscreen, it will work?
